Recently, the Provincial Department of Housing and Urban Rural Development issued the "Key Points for Building Energy Conservation and Technology Work in the Province in 2022". This year, our province will start construction on a passive ultra-low energy building area of 1.76 million square meters, with green buildings accounting for over 92% of new urban buildings and prefabricated buildings accounting for over 26% of new urban buildings.

Promote green and low-carbon development of buildings. Implement supportive policies such as project planning, land use guarantee, incentive measures, and talent support. For government invested or government funded public buildings such as offices, schools, and hospitals, priority should be given to passive ultra-low energy buildings. Promote the construction of star rated green buildings, with star rated green buildings accounting for more than 20% of newly built green buildings. Implement the General Specification for Building Energy Efficiency and Renewable Energy Utilization, and increase the energy efficiency standard for urban public buildings from 65% to 72%. Promote the application of renewable energy such as solar and geothermal energy in buildings according to local conditions. Strengthen work coordination and orderly promote the energy-saving renovation of existing civil buildings.
Vigorously implement the construction of technological innovation. Focusing on urban renewal and quality improvement, urban safety and disaster prevention and mitigation, intelligent construction and industrialization of new buildings, and green and low-carbon development in the field of urban and rural construction, we have carried out key common technological breakthroughs and completed more than 20 high-level scientific research achievements. Through the organization and implementation model of "technology+engineering", we will promote and apply 10 new technologies in the construction industry of the Ministry of Housing and Urban Rural Development, carry out construction technology demonstrations such as green and low-carbon, quality improvement, and intelligent technology application, and focus on completing 20 demonstration projects. Accelerate the construction of the urban information model CIM basic platform, and study and formulate provincial-level CIM construction plans.
Promote the development of prefabricated buildings and the resource utilization of construction waste. Strengthen the development foundation of the prefabricated construction industry in various regions, and cultivate 3-4 provincial prefabricated construction industry bases. Develop the "Work Plan for Promoting the Resource Utilization of Construction Waste in Hebei Province" and the "Catalogue of Construction Waste Recycling Products in Hebei Province", increase the promotion and application of construction waste recycling products, and focus on the construction of construction waste resource utilization projects.
